Belinda Pilmore - Director and Senior Chemist & Regulatory Affairs, Head Trainer & Assessor

  

Belinda Pilmore holds a Bachelor of Natural Therapies from Southern Cross University, a Diploma of Cosmetic Science from DeMontfort University in the UK, and Certificate IV in Training and Assessment. She is also a member of the Australian Society of Cosmetic Chemists (ASCC), the Association of Therapeutic Goods Consultants (ATGC), and the Complementary Healthcare Council (CHC); and is an active member of the Technical Committee of the organic certifier, National Association for Sustainable Agriculture, Australia (NASAA).  

Belinda has extensive experience working with a variety of local, national and international enterprises from around the world as a cosmetic formulator and complementary medicines regulatory consultant. She is also a highly respected educator in the development, promotion and formulation of personal care products and complementary medicines. Running an SME herself, she is aware of the commercial costs of product development and importance of having a level playing field and regulatory guidelines for all to follow; and is an advocate for helping businesses of all sizes meet their formulation, brand management and compliance requirements within an allocated budget.  

Belinda developed the Australian Diplomas in Personal Care Science, now offered through the Institute of Personal Care Science (IPCS), which she also founded. She has worked closely with the Department of Education and colleagues in the industry to develop Nationally Recognised Training courses that are specific to Australian requirements, whilst also ensuring relevance overseas. She is currently working on the development of an Advanced Diploma of Personal Care Development and Formulation as well as an Advanced Diploma of Regulatory Affairs Compliance.  

Her work has been published in the UK Soap, Perfumery and Cosmetics (SPC) magazine, the Australasian Journal of Cosmetic Science and the Science of Beauty magazine. She has conducted training for overseas regulators in GMP as well as local workshops on a variety of cosmetic and therapeutic good formulation, development and regulatory issues for Innovate SA, and as part of IPCS’s training programs.  

Belinda brings extensive skills in the formulation and regulatory environment of personal care and complementary medicine products, with a commercial understanding of product development, to IPCS.

  

Daryl Pilmore – Business Development Manager

  

Daryl has a Certificate IV in Business Sales, is currently studying the Diploma of Personal Care Formulation, and is a member of the Australian Society of Cosmetic Chemists (ASCC).

Daryl has 5 years experience in the manufacturing environment and cosmetics/personal care industry, where he has been involved in the management of compounding a variety of cosmetic and therapeutic products ranging from natural and synthetic skin care, body care and hair care products including SPF products. In this time he has been responsible for training of personnel and process improvement including GMP, SOP’s and compounding procedures.

Daryl work’s as a Production Manager has seen him implement quality assurance systems incorporating HACCP, GMP, System Improvement and auditing. Daryl has also worked with a variety of production companies on overall process improvement by implementing lean manufacturing practices and incorporating trouble-shooting process methodologies.

His background in sales and extensive knowledge in the manufacturing arena has given him in-depth knowledge and sound understanding of client needs in the cosmetic and personal care sectors. Daryl is meticulous with attention to detail and has extensive experience in project management and the steps involved in ensuring product development success.

  

Linh Tran - Senior Formulations Chemist

  

Linh graduated from the University of South Australia with a Diploma of Applied Science in Applied Chemistry. She also achieved her qualification to become a certified Hairdresser and is a member of the Australian Society of Cosmetic Chemists (ASCC).

Linh has 14 years experience in the cosmetic/skincare industry, where she has worked on Natural Skin Care, Body Care and Hair Care formulation research and development from concept to launch. This has included process development and improvement as well as quality control, combined with an excellent understanding of the global cosmetic market in regulatory, technical and formulating aspects.

In new product development, Linh has a fresh approach, creating exciting and novel, innovative products, helping the client to bring their ideas to fruition, and go beyond their expectations. Her past achievements have been many and varied, including the development of Jurlique’s Jasmine product range and Purely White brightening product range.

Her strong knowledge of natural formulations gives Linh an edge in the creative field of Cosmetic Science. Linh has improved and optimised the quality and processes of existing product through strict raw material selection. Linh also successfully used her expertise to re-formulate for a well-known Australian brand to ensure their global compliance goals were met. She has formulated using green chemistry principles without the use of PEGs and SLES ingredients, and incorporated natural preservatives as required.

Linh is a dedicated, enthusiastic professional who has excellent time management skills and a high attention to detail. Her commitment to problem-solving and continuous learning, have lead to finding innovative solutions for technical issues. Linh enjoys researching new methods and technology as well as market trends, to help her customers fulfil their vision to reality.

  

Nora Coffey - Project Manager  

  

Nora Coffey holds a BSc. (Hons) Biological Sciences from University College Cork, Ireland.  She also has a Diploma in Project Management from the Institute of Commercial Management, Dublin, Ireland and has completed various educational courses at the University of South Australia, such as Strategic Project Management.  

Nora has 10 years’ solid experience in the cosmetic and complementary healthcare industries.  Her professional experience began in the Environmental Science field, working with clients in environmental regulations and consultancy.  She then realised an opportunity to work with companies in the area of natural personal care. Nora utilizes her knowledge of sustainability and environmental management, in product and packaging development, to meet company policies and support ‘green’ claims.  

Nora has an excellent understanding of the global regulatory framework of the cosmetic industry.  She was responsible for regulatory compliance at Oriflame cosmetics at its global R&D centre in Ireland, which is a natural cosmetics company with a $1.3 billion global sales turnover.  

More recently, Nora has worked for Jurlique in Adelaide where she actively guided the company over regulatory hurdles, to assist the brand’s growth throughout Europe and Asia. 

Nora was a key driver in the regulatory compliance of Jurlique’s re-branding and has positively contributed to the efficacy of Jurlique’s product ranges through extensive product testing, including their new skin brightening range. She established a consumer testing methodology based on sensory science techniques and applied it to a major project in Jurlique. She has the ability to write both technically and creatively, to find a unique point of difference and effectively promote a product or brand.  

Nora is a highly motivated project manager with a can-do, positive attitude to obtain results for clients. She has extensive skills in project management from product concept and planning to implementation and delivery. A high attention to detail, coupled with a strong customer focus, she ensures that all products and promotions are implemented on time against the commercial targets and expectations of the client.

  

Kathryn Noonan - Trainee Chemist

 

Kathryn is currently studying the Diploma of Personal Care Formulation with the Institute. While studying she is also working directly with clients under the guidance of the Senior Chemists, to gain experience in Project Management to understand firsthand the issues associated with time and cost management throughout the development of cosmetic products.  

Kathryn has a particular interest and skill in working with clients on skin tanning, natural based personal care and colour cosmetics. She is the ideal trainee to specialise in the development of this market sector, since she is part of the target market for which a majority of these products are directed to – it makes development time especially productive because she has inside knowledge on what this market wants these products to feel, smell and perform like.   

She has also worked with a variety of clients on developing European Dossiers to assist with export into the EU market; as well as adjusting existing formulations to ensure compliance with global export requirements to US and Asia. She is able to research globally compliant product formulations and prepare label text to suit a multitude of countries.  

Kathryn has extensive knowledge of competitor analysis and how to work with clients to ensure they have a unique point of difference when it comes to their developments. She is able to understand the needs of various company philosophies and apply this to her developments from the theoretical stage and throughout sample development to ensure products meet your individual company needs and stand out in the market place. She brings energy and innovation to the development team at IPCS 

  

Kylie Hogan- Administration

 

Kylie is fully versed in the requirements of the Australian Quality Training Framework (AQTF); working directly with students to ensure they have all they need to successfully complete their chosen study program. She also works within the quality guidelines provided by the Department of Education to assure the delivery, assessment and schedule of training programs is fully compliant with the Nationally Recognised framework.   

Kylie helps administer the on-line learning system as well as timely delivery of learning materials and practical elements of the courses to students around the world. She is the first point of call for all student and client queries; making sure your needs are catered for in an efficient manner by the right member of staff.
